Rationale - what it means and why it is an important measure
Since cities bring together a large number of people (inhabitants and tourists), transport policies, including public transport, are some of the most important urban issues; they play a determining role in the economy and quality of life. Efficient public transport is the main driver to a cleaner urban environment; many transportation problems, such as overuse of private cars, can be solved by implementing good public transport.
