The Durban Transitional Metropolitan Council
(Durban Metro) was proclaimed in June 1996. In terms of this
promulgation the 45 local authorities, which previously
administered the Durban Metropolitan Area (DMA), were brought
under the auspices of one authority, the Durban Metro and its
six local councils. The DMA covers an area of 1364
km2 which extends approximately 80 km from Umkomaas
in the south to Tongaat in the north and approximately 50 km
inland from the Indian Ocean to Cato Ridge. In order to
characterise air pollution emission data and air quality
indicators in the DMA it was necessary for the Durban Metro to
commission a study because:

the region incorporates areas for which there is currently little
air quality data; and
-
the requirement for a strong scientific
database was considered as fundamental to sound
environmental planning on which decisions and policies can
be based.
ECOSERV, a locally based environmental
consulting group was commissioned to undertake the air quality
study which was to consist out of two distinct phases,
namely:
-
an
emission inventory in which air emissions were to be estimated;
and
-
an air sampling programme to verify the
emission inventory results and to identify areas where air
quality indicators are of concern.
