PROJECT MANAGEMENT TOOLS SUGGESTED FOR THE IMPLEMENTATION OF AN ENVIRONMENTAL EDUCATION PROGRAMME
  • Programme Organisation Structure
  • Proposed process for implementation
    - Obtain support and approval from management and submit report to appropriate council structures
    - Identify geographical focus area for the programme
    - Conduct the situational analysis
    - Conduct the stakeholder analysis for the area
    - Hold initial meeting and introduce stakeholders to the programme
    - Form a local project implementation committee
    - Coduct committee needs assessment
    - Compile a local project plan
    - Plan and conduct mass awareness with local implementation committee
    - Agree with all stakeholders on venue and time for workshops
    - Arrange venues
    - Conduct educational workshops
    - Facilitate porject that may be a spin off from the educational workshops
    - Conduct ongoing workshops and record keeping
    - Complete/compile project portfolio
    - Write progress report and submit to Provincial Steering Committee

    i)  Getting to know the community
    - Community setting (informal settlement, suburb, inner city, ethnic groups, language, NGO's, community leaders, political groups)
    - Infrastructure (electricity, schools, health care, industries, services, parks, community centres, type of energy used)
    - Demographic factors (adult literacy rate, age groups)
    ii)  Socio-economic status
    - Economic factors (type and condition of homes, building materials used, primary source of income, overcrowding)
    - Social factors (disadvantaged or high income groups, political groups, communication networks)
    iii) Community organisations
    - Describe relevant community organisations in terms of type, objective, decision making process, history, achievements, community perception of the organisation
    - History of community participation (traditional mechanisms, gender, social and economic differentiation, leadership patterns, previous projects, sustainability of the projects)
    - Environmental Health Profile
    i)  Environmental quality observation
    - Air pollution (source, type of fuel used, presence of imbawula, electricity used, open fires, monitoring stations and control measures)
    - Water pollution (source, method of sewage disposal, toilet facilities, adequate drinking water, stagnant water, control policies and methods)
    - Land pollution (occurence of illegal dumping and littering, major source of pollution, level of waste management services, presence if pests, policies)
    - Noise pollution (type, major source, policies)
    - Environmental Health Related diseases (perception of environmental health problems, current diseases, diseases related to water, air, land pollution and other environmental related diseases)
    ii) Community needs assessment
    - Perceived priority needs, difference by youth, gender, social and economic status, perceived needs for an improved environment
    - What does the community perceive as good health and illness in relation to environmental health?
    - Quality of the natural environment
  • Local Project Plan
  • Evaluation and record keeping
    -
    Decide at the beginning of the programme how to do the evaluation
    - Decide with the community on a set of realistic, specific and measurable success factors
    - Look at the short and long term changes that took place in the community
    - Write up why some projects or educational sessions were successful and others not
    - Take photographs and keep record of all activities
    - Compare short term knowledge gained through the pre and post tests
    - How many people attented the mass awareness activities and the workshops?
    - Access environmental knowledge gained through educational workshops

  • Schedule of report document and report back workshops
