| Cities Environment Reporting on the Internet
(CEROI), is a project within the framework of Local Agenda 21 to facilitate access to
environmental information for sound decision making and general awareness raising in
cities. The concept for the CEROI project arose from the publishing of the Norwegian State
of the Environment Report on the Internet. The CEROI initiative was created to enable
cities to create State of the Environment Reports on the Internet with technical support. Greater Johannesburg was selected as one of 15 cities to participate
in this project. The project was funded by UNEP/GRID (Arendal), whilst the South African
National Department of Environmental Affairs and Tourism were the acting project
co-ordinater, who also received money from the Norwegian Government.
Six priority issues were identified through the LDO's (Land
Development Objectives), where community needs determine where money and efforts should be
applied. Only current information was used to describe the issues of pollution, poverty,
environmental health, conservation, parks and open space, and waste. The goal of the web
site was to be community-driven. The DPSIR-model (driving force, pressure, state, impact,
response) used to analyse the issues, combines environmental and social issues, as well as
positive and negative driving forces. The goal of the information is to change the
attitudes of the decision makers.
A variety of variables were used to support the subissues
and main issues, which were all analysed, documented in text format and mapped. All the
information was then processed into GIS grid themes, where data is overlaid and summed to
form composite maps. The main analysis maps of the six issues, where then summed to form
an overview of the total environmental quality of Greater Johannesburg.
The endproduct of this project would be to identify pockets
of environmental trends, and these areas would then form the main intervention zones. |
