LAND-USE
PLANNING DOCUMENTATION AND SUPPORTING LAND-USE PLANNING INFORMATION
IN THE TERRITORY OF PRAGUE
In the last few
years the principal mission of the City Development Authority Prague
(ÚRM) has been to draft and discuss a new Land-Use Plan of the city
and make all steps needed for its approval. The work took place in
accordance with land-use and economic principles approved by
Resolution of the Municipal Assembly of the City of Prague No. 31/7,
dated October 21, 1993. The first document to be prepared was a draft Land-Use
Plan offering several alternative solutions for each of the crucial
issues related to the functionality of Prague’s territory, in
particular various traffic and transportation options including
their assessment and a comprehensive overview of the current status
and future development of the environment. The draft land-use plan
was duly discussed and reviewed whereupon the Municipal Assembly of
the City of Prague in its Resolution No. 22/19 dated October 31,
1996 approved its Summary Position Paper related to the elaboration
of the Land-Use Plan’s final version. The final version was completed by April 30,
1998 and subsequently discussed and reviewed in accordance with the
Building Act with municipal districts, state administration
authorities, citizens and organizations, and neighbouring villages
concerned. Taking part in the review/amendment procedure were 2,275
entities and citizens representing an aggregate total of 4,202
comments. For the
Land-Use Plan to be able to be submitted for approval it is
necessary to resolve a dispute with the Ministry of the Environment
of the Czech Republic which did not agree with the southeastern part
of the Prague Ring Road to be built on agricultural land. The
ultimate decision will be taken early in 1999. Subject to a consent of the
Municipal Assembly of the City of Prague, the Land-Use Plan will be
amended and undergo an engrossment to reflect all comments and
requirements of state administration authorities concerned as well
as of municipal districts, citizens, and organizations. The clean
copy version of the approved Land-Use Plan of the City of Prague
should therefore be available sometimes during 1999. In addition to the Land-Use Plan
of the city there are six other land-use planning documents in
progress. The Western Township Land-Use Plan deals with the
development and new building projects in the territory of the
westernmost part of Prague (Prague 13); three others focus on
current issues of construction projects and functionality of three
districts/subdistricts - Vinohrady, Anenská Street, and Petrská
Street in the historical centre; and the remaining two - Southern
Township Boulevard and Petrovice deal with the necessary
reconstruction and humanization of housing schemes at a regulatory
plan level. Further
land-use planning work pertains to the preparation of 62 supporting
land-use planning documents the purpose of which is to elaborate in
detail and stabilize the existing Land-Use Plan including its
changes and amendments as well as to monitor the development and
assess the situation in and development potential of the territory
of Prague with a view to land-use-related decisions.
