Potential strategies for the solving of environmental problems depend on following main factors:

• Natural features of Tbilisi area, i.e. topography, drainage and air ventilation should be taken into account for the cleaning of damaged sites from the pollution;
• There is big difference in income between different layers of the city population (1-5% live with very high income, others close to the poverty level). This forces population by inadequate basic services;
• Spatial distribution of environmental problems is very diverse: water and air pollution problems are city-wide and could be attributed to the city management authorities, while basic environmental services: household, neighborhood, community issues, could be solved by public and NGO's;
• The role of local authorities is crucial in Tbilisi environmental degradation, while there are no positive changes yet.

There exist urgent need in action: Tbilisi Environmental Zoning Plan, as a result of negotiation process, with participatory approach should be elaborated.
