   What is causing the problems 

The issues of the private investors' interests and preservation of the historical heritage are not being regulated, the mechanisms for bringing into balance these interests are not known.

The city is losing its attractiveness little by little, which in near future may reduce the flow of tourists and guests which, in spite of the political and socio-economic development of the country during the last decade is still rather important.
