What is being done
to solve the problems
The single system of waste management, which envisages regulating
of wastes and appropriate dealing with them in the whole existence
cycle - from generation till final disposal, actually does not
exist in Georgia. Early departmental approach, existing
management experience with the system of uncertain division of
responsibilities/decision-making does not answer the real problems
existing in this field. There is no legislation, where economic
mechanisms and issues of authorization (rights/responsibilities)
necessary for activities connected with wastes (generation,
collection, transportation, recycling, disposal and etc.) are
reflected. As a result of this there is not a single landfill in
Tbilisi (and the whole Georgia) at least partly meeting
environmental requirements.
There are cases of total
combustion at the "landfills" and Tbilisi streets (mostly in
nighttime, and this is carried out by public service structures!).
Only in several districts of Tbilisi the population is served by
collection of wastes, although the conditions of final disposal of
these wastes is undefined.
Frequently industrial wastes are
located without observation of environmental measures. Even more,
the territories of many abandoned stopped-down enterprises become
the place of illegal disposal of wastes. On account of factual
absence of sound management and appropriate tools of city's land-use
the restoration of former plants, basis and other polluted
territories does not occur. Unfortunately, on the contrary, the
urban territory is increasing at the expense of green and
agriculture-designated territories of suburbs.
The national
policy of the waste minimization is not elaborated and, proceeding
from this, neither the conception of Tbilisi waste
management. Public awareness about the origin or safe disposal of
wastes, also about the role of each person in the issues of
environmental behavior, is low.
