For the environmental issues, today most focused institution, acting at city management level is Committee for Natural Resources and Environmental Protection of Tbilisi, institution which has double subordination: to the Ministry of Environment and the Tbilisi Municipality (Regulation adopted by Minister of Environment, 1996; and by Tbilisi Municipality, 30.06.96; N02.89.147). It is established as independent body in 1990 (decree of Cabinet of Ministers, 10.08.90; N521 and Decision of Tbilisi Deputies Council 11.11.90; N 1606.424). In fact environmental issues, separately managed by this body, stay without significant participation of the City management as a whole: legislative and executive branches. That means, clear responsibility of Environmental Committee should be (re) defined according to the new Georgian legislation in force.
