   What can the city authority do to improve situation

There is urgent need for the process of elaboration of Tbilisi City Environmental Action Plan. Such instrument should be adopted by Tbilisi Council, which is mainly responsible for:

• the control of the implementation of the regulations for use of nature, defined be relevant legislation';
• zoning (historic-cultural, green, industrial, commercial, special) of the city territory and relevant regulations for the land use;
• adoption of measures for ensuring the environmental protection and ecological safety;
• adoption of the municipal and greening programs and plans;

• Adoption of water supply programs and their organization.

"Brown agenda" of every day city problems often remains without relevant response. State budget of course is not able to cover all costs needed, even in the case of urgent problems.
