How laws and policies
are applied to solve city environmental problems ?
There is not yet policy
document, such as Environmental Policy/Action Plan, adopted by
government at city level. National Environmental Action Plan,
elaborated by the Ministry of Environment and adopted trough the
presidential decree makes the frame for the environmental activities
at city level.
Potential intervention
strategies for the solving of environmental problems depend on
following main factors, relevant for Tbilisi is as
follows:
- Natural features of
Tbilisi area: because of topology and atmospheric stability,
drainage and ventilation/air quality should be taken into
account;
- Population size and rate
of growth is high: spatial concentration of people in commercial,
transport, water use, waste generation, as crucial environmental
stresses should be addressed;
- The level of income and
economic development: big difference between the income of
population (1-5% with the high income, other at/or lower the
poverty level) is forming the population with inadequate basic
services;
- Diversity of spatial
distribution of environmental problems: water- and air pollution
problems are city-wide and could be attributed to city management
authorities, while basic environmental services - are household,
neighborhood, community issues, could be solved by public and
NGO's;
- The role of local actors:
is crucial in Tbilisi City environmental degradation, while there
are no positive changes yet.
City environmental problem
resolution management and practice is not relevant to the existing
real situation. State financing and authorities only are not able to
response. So, spatial distribution of problem resolution and
responsibilities should be changed to adequate. It takes time, to
develop democratic society. At individual level there are some
movements by creation of commune-based organizations, solving local
(environmental) problems. Individuals should actively
initiate/participate in the actions on understanding and solving
city environmental problems.
